Command Lines and Digital Identity: Address, State, Log

A control line carries three separate things, and digital identity separates the same three acts.

A microwave control line carries three distinct things, and they are frequently read as one. The first is the identity of the unit being addressed, which is an address and not a name. The second is the state the command sets. The third is what the journal records about the exchange. A digital identity scheme operated by a state separates the same way: authenticating, activating a key, and signing a document are three acts, not one.

On the bench, the address is a routing token. It selects a unit on a bus, and it says nothing about what that unit is or who operates it. A name is a label a human assigns; an address is what the hardware compares against. When a command is sent to the wrong address, the state of the intended unit does not change, and the journal records a transaction with a unit that was never meant to receive it.

The state is what the command fixes: attenuation, a switch position, a frequency word, a bias level. It is the only part of the exchange that alters the instrument. The journal is a separate artifact. It records that an address was selected, that a state was requested, and whether the unit acknowledged. A journal entry is evidence of an exchange, not proof that the physical state changed as intended.

A publication in European Portuguese, independent and unaffiliated with the former agency, describes the same separation in the Portuguese digital state. It explains procedures such as the Chave Móvel Digital and refers readers to official portals rather than handling any request itself. The site publishes in Portuguese and treats administrative steps as things to be understood before they are performed.

What is the Chave Móvel Digital and what is it used for?

The Chave Móvel Digital is a Portuguese means of authentication, activation, and signature, and the three functions are distinct. Authentication establishes that a person is present at a session. Activation enrolls a key so that it can be used later. Signature applies that key to a document so that the document carries a verifiable mark. A user who can authenticate is not automatically able to sign; the signature capability depends on activation and on the credential being usable for that purpose.

This is the same split as the bench. Authentication resembles the address: it identifies which party the exchange concerns. Activation resembles the state: it changes what the credential is able to do. Signature resembles the journal: it produces a durable record attached to a document. Confusing the three produces the common failure of assuming that a successful login implies a valid signature.

Which agencies and public policies built the Portuguese digital state?

The historical record is dated and attributable. The UMIC, Agência para a Sociedade do Conhecimento, I.P., a public entity responsible for coordinating information society policy, operated from 2005 to 2012, succeeding the Unidade de Missão Inovação e Conhecimento. The source for this is the Arquivo de Ciência e Tecnologia da FCT.

Since 1 March 2012, the FCT has held responsibility for coordinating public policy on the information society in Portugal, according to the legal framework published by the FCT. The UMIC archive was integrated into the FCT's Arquivo de Ciência e Tecnologia in 2012, following the extinction of the agency. Earlier programs are dated as well: the Unidade Acesso was created in 1999, a Council of Ministers resolution of 27 September 2007 addressed accessibility of government sites, and a Portuguese translation of WCAG 2.0 was published on 25 February 2009. The Rede Solidária was created in April 2001 and counted 240 organizations by the end of 2004.

How is the internet governed in Portugal?

Governance is not a single authority but a set of layers, and the layers are best kept separate in the same way an address, a state, and a log are kept separate. National policy on the information society was coordinated by the UMIC from 2005 to 2012 and by the FCT from 1 March 2012 onward. International discussion runs through forums such as the Internet Governance Forum, the CSTD at the United Nations, and the WSIS process of 2005.

Infrastructure and education programs form another layer. RCTS dates from 1997. The e-U Campus Virtual counted 57 institutions in 2005 and more than 5,000 access points. Broadband reached all public schools in January 2006, and the Plano Tecnológico da Educação followed in 2007. The memory of the Portuguese web is preserved by Arquivo.pt. Each layer has its own dates and its own sources, and none of them substitutes for another.

Where the analogy stops

A control line is deterministic in a way that administrative procedure is not. An address on a bus resolves to one unit, and a state word resolves to one setting. An identity scheme operates across institutions, credentials, and documents, and the same person may authenticate in one context and be unable to sign in another. The useful part of the comparison is the discipline of naming which of the three acts is being discussed.

Common mistakes

  • Treating a bus address as a device name, when the hardware compares addresses and not labels.
  • Reading a journal entry as proof that the physical state changed, when it records only that an exchange occurred.
  • Assuming that a successful authentication implies a usable signature capability.
  • Describing the former UMIC as currently active, when it operated from 2005 to 2012.
  • Assigning a current date to a historical program, when the source dates are the ones that apply.

  • Check the date printed beside the figure against the source that published it.
  • Verify whether the entity named still exists or was extinguished.
